BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Make schools recognize Eid as a 3 day holiday

SECTION I - PURPOSE
The purpose of this bill is to officially make Eid a 3-day school holiday in Minnesota so that Muslim students and
families can celebrate their most important religious holidays without missing school, facing attendance issues, or
feeling excluded. This promotes fairness, respect, and equal recognition for all communities.

SECTION II - JUSTIFICATION
Minnesota has about 140,000 Muslims living in the state. Surveys show around 3% of Minnesota adults identify as Muslim.
The Twin Cities hold one of the largest Muslim communities in the U.S., especially Somali Americans. Eid al-Fitr and Eid
al-Adha are the two most important Islamic holidays, and many students already miss school to observe them. Making Eid a
3-day school holiday would support religious inclusion, reduce unexcused absences, and recognize a large student
population

SECTION III - DEFINITIONS
Eid al-Fitr: Holiday marking the end of Ramadan.
Eid al-Adha: Holiday celebrating the story of Prophet Ibrahim (Abraham).
School Holiday: A day when schools are officially closed.
Religious Accommodation: Allowing students to observe their faith without penalty.

SECTION IV - FUNDING
Adding a 3-day Eid holiday does not significantly increase costs, because teachers are already paid on yearly contracts
and schools can shift instructional days to other parts of the school year. This can be paid with the school board
changing their funding and cutting costs wherever necessary.

SECTION V – PENALTIES/ENFORCEMENT
No penalties

SECTION VI – EFFECTIVE DATE
This should be affective by the 2026-2027 school year
