BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Create Better Roads

SECTION I - PURPOSE
A lot of Minnesota Roads are in poor condition, and when they aren’t, they spend months being reconstructed. So this
bill shall change that, after finishing a road all workers who worked at least 48 hours will be granted $10,000. We will
also be building even more roads for faster transportation. It will also be punishable by a sizable fine if not
completed in a timely manner.

SECTION II - JUSTIFICATION
Lots of roads are down all year round, as well as a lot of damaged roads. This makes travel very difficult, but not
anymore. With this new bill roads will constantly be in the best shape possible and will be shut down for less time!
This will help everyone in the state by giving people jobs, money and easy travel. The amount of days to complete a road
are different depending on the road, if it is between 0 and 2 miles you are given 10 days. If it is between 2 and 10 you
are given 15 days and if it is longer you are given 15+0.5 for each mile after 10. 1 day will be added for 0-2 if it
needs to be destroyed first, 2 if between 2 and 10 and 0.1 for 10+ miles. Depending on the location The MnDOT can tweak
the time amounts slightly, however we would like to keep them all fairly equal. The fine will be $50,000 until the road
reaches 10 miles, after 10 miles $2,000 is added for each mile. Only 20 people can work on roads between 0 and 10 miles
and +2 for each mile afterwards. You only get the $10,000 bonus twice every 6 months however the fine still will still
apply, just being lowered to $20,000 after your completion.

SECTION III - DEFINITIONS
MnDOT: Minnesota Department of Transportation

SECTION IV - FUNDING
How we will fund this. We will take 0.2% payroll tax. Along with the fines for incompletion, this should add up to be
enough to pay for the project, however if needed we can up the tax to a max of 1% or a minimum of 0.05%, this will most
likely not be needed however because of the cap put in place. There will probably be left over money and we can have
paid out to essential workers or education for current drivers about newer systems, such as roundabouts. Some numbers
could change as the MnDOT chooses. We can also lower the tax by using some money already given to the MnDOT for roads.

SECTION V – PENALTIES/ENFORCEMENT
The fine will be $50,000 until the road reaches 10 miles, after 10 miles $2,000 is added for each mile. Only 20 people
can work on roads between 0 and 10 miles and +2 for each mile afterwards, if this is not followed the employees will not
be paid the bonus and would lose that bonus for the 6 month period, the contractor would also be fined $75,000 for
overstaffing. You only get the $10,000 bonus twice every 6 months however the fine still will still apply, just being
lowered to $20,000 after your completion. If it is found you got more than 2 bonuses in 6 months and you did not report
it, you will be charged with theft

SECTION VI – EFFECTIVE DATE
This bill would take effect on January 1st 2030.
