BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
The bill aims to terminate the fall-back daylight savings time in Minnesota. It would permanently bring us to daylight
saving time. Arizona has a law enacted in 1968 similar to this, where there is no time change at all. This has become a
problem in many other states. Harvard Health's article on this states that “Research suggests that changing our clocks
twice a year can have various health consequences.”
SECTION II - JUSTIFICATION
Research estimates that permanent spring forward would prevent nearly 200,000 strokes a year and result in roughly 1.74
million fewer cases of obesity yearly. This is because changing our clocks messes up our circadian rhythms. Terminating
them avoids heart attacks, more frequent car crashes linked to sleep disruption, and also short-term work injuries, as
well as a lack of focus from a lack of sleep in people who have strict sleep routines. If we look away from health
benefits, it also gives us more time for after-work/school activities, because we have light. This opens up time for
walking, outdoor sports, exercise, and also social activity. Without these, it can lead to obesity, depression, anxiety,
SECTION III - DEFINITIONS
By enacting the bill, it is clearly shown and scientifically proven that the health benefits and even personal opinions
lean towards not changing the clocks. Being able to wake up and tend to your daily activities like work, school, or
whatever it is that you do, people will always choose to have sunlight after. It makes you feel like you have more time
to do something proactive and not just go home and go to sleep to restart your 0 daylight cycle
SECTION V – PENALTIES/ENFORCEMENT
The enforcement of this bill would be making sure the Congress, with enough attempts and reasoning, could come to a
unanimous decision on this, and making sure the public understands that it is not a new law. There would be no penalty
for breaking this, as most civilians don't have the control or enough care to find a way to “break” this law.
SECTION VI – EFFECTIVE DATE
Effective starting March 08, 2026, when the spring forward begins. It will permanently stay that way and not go back to
“standard time” unless voted otherwise by Congress.
