BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
require use of female dummies in CPR training

SECTION I - PURPOSE
The aim of this bill is to require CPR classes to teach with both female and male dummies. This is so women can receive
the same level of life saving first aid as men currently do. CPR training with both female and male dummies will be
required in order for someone to be CPR certified. All official CPR classes will be required to have and use at least 2
female dummies.

SECTION II - JUSTIFICATION
According to the American heart association women are 23% less likely to survive cardiac events. It's not only that
women are less likely to survive, it's that women are also less likely to receive CPR. Only 39% of women receive CPR
from bystanders while 45% of men receive CPR when they have a cardiac event in public. A study done by the American
Heart Association asked 520 men and women why women would be less likely to receive CPR and one of the two main reasons
was fear of harming the victim. If people are taught how to perform CPR on people with breasts then they will be more
confident that they will not hurt victims.

SECTION III - DEFINITIONS
Cardiac event: An event where a person's heart and/or lungs stop and requires CPR.
CPR dummy: lifelike training equipment that imitates a human body for the teaching and practice of CPR and other first
aid skills.

SECTION IV - FUNDING
A singular female Red Cross CPR manikin is $195.00. The Minnesota Government and the American Heart Association already
give’s grants for CPR classes. Funding will come from the preexisting funds and grants.

SECTION V – PENALTIES/ENFORCEMENT
If official CPR classes lack at least 2 female dummies and haven’t applied to receive them, they will be fined five
thousand dollars($5,000.00) and if they haven’t taken action to acquire female dummies within the next 30 days they will
be fined up to fifteen thousand dollars (15,000.00)

SECTION VI – EFFECTIVE DATE
This bill will be enacted June 1st 2026
