BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Broaden Racial Education

SECTION I - PURPOSE
The purpose of this bill is to mandate Critical Race Theory to be taught to 11th and 12th graders in Minnesota High
Schools.

SECTION II - JUSTIFICATION
In our diverse and complex society, it is essential for all students to have strong critical thinking skills regarding
social structures and their responsibility as citizens. It is important for students to have a well-rounded education to
cover the historical contexts of injustice because understanding our past is essential for achieving justice today.
Critical Race Theory shows a way to examine how laws/institutions can lead to racial inequalities, and this bill will
help students achieve a clear understanding of systemic problems within society, challenge unfairness, and help build a
better future for everyone in Minnesota.

SECTION III - DEFINITIONS
Minnesota High Schools: All public, charter, or state-funded schools that teach grades 9-12.
Critical Race Theory: An academic and legal framework that argues that systemic racism is a normal, embedded feature of
American society, recognizing it as being woven into laws, policies, and institutions that uphold and reproduce racial
inequalities, rather than being solely the result of individual bias or prejudice.

SECTION IV - FUNDING
This bill will be funded by the Minnesota Department of Education’s Minnesota Education Grant System (MEGS). Each high
school will receive a one-time, yearly $25,000 grant that will pay for professional development for teachers, education
resources, curriculum materials, and other implementation costs needed.

SECTION V – PENALTIES/ENFORCEMENT
Any institutions deemed to be non-compliant with this bill are liable for a fine of $5,000 and/or loss of state funding
in the event of a second occurrence.

SECTION VI – EFFECTIVE DATE
