BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Ban Artificial Intelligence from Schools

SECTION I - PURPOSE
As the use of AI has become more popular, it has also been used more among teenagers and in schools. AI applications,
for example, ChatGPT, have made it more convenient for students to have assignments written for them, and to conduct
research for them, summarize passages and readings for students, et cetera. AI can also be used to create harmful fake
images of people that can look real. This can be a tool for bullying and emotional harm. The purpose of this bill is to
limit students' access to AI to help create a better learning environment, for both students' mental health and quality
of education.

SECTION II - JUSTIFICATION
The ability to use AI will only lessen students' ability to learn and think for themselves. When given the convenience
of having an application that can't be plagiarized, students take advantage and continuously lose writing and learning
skills. These applications do not always put out correct and quality information, further harming education.

SECTION III - DEFINITIONS
Artificial Intelligence - the application of computer systems able to perform tasks or produce output normally requiring
human intelligence, especially by applying machine learning techniques to large collections of data.

SECTION IV - FUNDING
No funding required

SECTION V – PENALTIES/ENFORCEMENT
School districts and administration should be responsible for any specific punishments for students, including things
like suspension and athletic probation for the use of AI. It will be required for schools to block AI applications from
the school's network as well as educators monitoring students work looking for the use of AI.

SECTION VI – EFFECTIVE DATE
January 1st of 2026
